The massive fraud that has been documented in government benefit programs - much of it tied to compromised identity - has gotten material attention from both Democrats and Republicans:  the previous Administration spent three years trying to craft an Executive Order focused on identity theft tied to government benefits, and the Trump Administration’s DOGE Commission has also started to highlight this issue.  But is identity fraud just a benefits issue?  And can an effort focused just on reducing identity fraud in government benefits succeed if it  doesn’t look more holistically at the root causes of identity theft and fraud in every sector?

When it comes to authentication, one theme that has emerged from recent cyber attacks is that many legacy forms of MFA just aren’t good enough. Attackers have caught with technology like one-time passwords (OTPs) and push-based apps, devising ways to easily phish them.  CISA, OMB, and many other agencies have highlighted the need to move organizations to phishing-resistant authentication - such as that using the FIDO standards - that can block these attacks.  This panel will explore the current technology, standards, and policy landscape around authentication and discuss what might come next.
